Such harmonizer Mother-ships vary in detail. Being incredibly expensive, each is custom-made. Often, they are built as special gifts or as tribute by various subject and client states granted the elite privilege of upgrading a ship building facility sufficiently to make such a construction feasible. On other occasions, the privilege of sposorship may be given to "reward" excessive financial success; the price tag may teach humility.
The ships are actually shaped like angels. The greatest are Seraphim-class Angels. While Seraphim are huge enough to be able to afford the luxury of armor, most Angel mother ships rely upon swarms of tiny Cherub escorts for protection.
Mother-of-Angels house huge numbers of Angel landing forces. Most are usually kept in cryo-sleep or stasis.
Simply coming in to orbit around a planet is usually enough to make a planet petition to reconsider its trespasses and seek harmony with the Empire. If such a petition is not readily forthcoming, flights of battle Angels are let loose. They ride down through the atmosphere and return the offenders to the Spirit Realm. It is not theirs to judge; they slay all. Greater Angels may glide down self-powered, and be able to return to their mother-ship under their own power. Others can glide down but need a vehicle to return. Some use mounts such as rocket chariots or powered saddles (sometimes called "crotch rockets") for entry and / or return.
Angels do not return to their mother ship until the planet is cleansed of all disharmonies.
Angels are actually unlikely to be loosed on planets that are merely a military threat. Such worlds are generally dealt with by declaring them outlaw and auctioning off the right to make war upon them to the highest bidding of those subject and client states and megacorps most deserving of reward.
Angels are more likely to be called for when a world is a potential source of contamination. This may be triggered by certain technological researches, the comprehension of which drives the rational mind insane, or it may be the achievement of an introvert utopia, which renders a world stable but static, a spiritual wasteland.
When the Angels are done, the world is often left to rest and then start its evolution again. A new colonizing will not be authorized until observers are sure no contaminant still lurks in whatever ruins may be left.
The Mother-of-Angels may trigger "natural" disasters to help clear the way for the new evolution. The release of bio-morphing viroids to stimulate chance is also a common practice. Those who survive in the post-apocalyptic world below are likely, within a generation or ten, to forget whatever treason or heresy had required their former civilization be erased.
