The IRS is one of the most feared forces of The Harmony. The highly trained guards (or Surmtroopers) of the IRS accompany unannounced audits and government treasure shipments. The title "Imperial" is a hold-over; the Service was adopted from an ancient empire absorbed into The Harmony long ago in a galaxy far, far away. Likewise, the "S" may stand either for "Service" or for "Sturm."
If the client's tribute is found lacking, there just might be a chance to offer a great "gift" and beg forgiveness. Future tribute offerings had best be consistently high, to negate even the least suspicion of reluctance or disharmony.
If the auditor feels that the client is not likely to react so suitably, or that an example should be made, the IRS is unleashed, to scour the area and seize anything of value and so recoup the speculated losses to the Harmonic coffers -and, more importantly, confirm Harmonic honor.
Sometimes recalcitrant clients simply "dissapear." This is considered a merciful action, as it spares their heirs from the unleashing of the Sturm. The heirs are often far better behaved. It is unwise to inquire as to the whereabouts of those who are brought in for "interviews" but do not return.
Individuals of wealth as well as institutions such as states and megacorps are subject to audit.
